Provides services designed to address the range of housing and housing-related issues facing low income families. Addresses the needs of families who are homeless or at-risk of becoming homeless and provides supportive services to help families maintain suitable housing. The Department of Neighborhood Services Relocation Program assists people who are living in substandard housing to find affordable housing. Referrals must come from the Department of Neighborhood Services. The Security Deposit Guarantee Program works with prospective tenant and landlord to allow tenant to make installment payments on their deposit along with their rent. The Rent Abatement program assists tenants living in substandard housing whose landlords are not making timely repairs by negotiating repairs or rent compensation. Tenant and Landlord Counseling provides information and referral service regarding rental rights and responsibilities for tenants and landlords. The Homeless Prevention Program assists in making payment arrangements with landlords (limited availability).

Works to resolve service requests from citizens about problems with existing buildings; educates people in the effective management of their property; and assists neighborhood groups in maintaining a stable environment.Many service requests or complaints can be resolved with a phone call to the owner. Exceptions to this may occur when an owner has a history of not complying, or the conditions are such that they cannot be corrected within a short period of time (typically significant maintenance issues). Various sections within DNS handle a wide range of problems based on the type of building and nature of the problem. The common factor for DNS complaints is that the complaint be building or property related.

Transitional Housing for low-income women in the midst of change provides a safe place to study, work, and learn to master the challenges of gaining independence and self-sufficiency. Right Start assists pregnant, single women over 18 who can stay until their baby is one year old.
