Enrollment Specialists assist recipients of Medicaid and BadgerCare in making unbiased and informed decisions about which HMO plan is best for them. Enrollment Specialists work with community-based organizations, local public health departments, county or tribal human services departments, and enrollee advocacy groups to provide education and outreach specific to enrollees' cultures and environments to increase awareness of the Managed Care Program.

Wisconsin's program to provide health care coverage for uninsured families.  Must have children under age 19 living with you; income must be within the guideline limits; must not be covered by health insurance. Some families will need to pay a premium. The amount depends on the family's income.

Unlike traditional insurance, clients do not pre-enroll for coverage. Instead, the client must be seeking services or treatment due to a medical need.  Coverage includes primary care but does not cover mental health or substance abuse. Requirements: Must have been a MilwaukeeCounty resident for the last 180 days; cannot be eligible or on any other entitlement program (T-19 or T-18) or any public or private insurance; Social Security number must be verifiable; and must meet income guidelines. A state/federal program that pays health care providers to deliver health care and long-term care services to frail elderly, people with disabilities, low-income families with dependent children, and certain other children and pregnant women. The Medicaid program in Wisconsin includes Medical Assistance, BadgerCare, and SeniorCare. Persons can apply at the Milwaukee County Department of Health and Human Services office or at certain clinics and community agencies. Call 414-289-6000 for locations.

Interim Disability Assistance Program

County-funded program that provides a monthly payment to financially needy residents age18 and older and married couples without children who are unable to work due to a disability and have a high probability of receiving federal Supplemental Security Income (SSI). To qualify, an applicant must have submitted an application for SSI with the Social Security Administration. IDAP is not an entitlement benefit, but an interest-free loan and recipients must sign a contract to repay.

Helps eligible consumers navigate the application process; submit medical evidence to the Disability Determination Bureau; and access benefits such as Supplemental Security Income (SSI), Social Security Disability (SSDI), Medicare (Title 18), and Medicaid (Title 19). Also provides financial screening to determine which disability program a consumer is eligible for.
